To meet the exception for “Limited Quantity,” ammunition, primers and powders can only be shipped via  Ground within the 48 contiguous states and must all carry a hazmat and insurance fee which is 90% refundable upon delivery of package(10% of these fee covers the original cost and tax) . firearm related products are  only accepted for shipment internationally if the receiver covers the requested refundable fees. Shipping papers are not required.
